We are warned in Scripture that as the devil understands his time is short, “He is filled with fury.” See Revelation 12:12 for the details.
It’s interesting that this warning comes in the same chapter where the dragon had attempted to devour a child at the moment of birth. Connecting the dots here: the devil is all-in on abortion and infanticide, and we see his work lived out in real time right now in the California legislature.
Knowing that time may be running out for the full 50 U.S. state-legalization of abortion, California lawmakers are bent on having abortion be the very definition of “reproductive health.” They are creating as many measures as they can dream up to make sure babies can be aborted no matter what.

Susan Arnall is the Vice President of Legal Affairs at Right to Life League (RTLL) in Pasadena, CA. Pregnancy Help News (PHN) reached out to Arnall as her organization is opposing all 19 current pro-death bills being considered by the state of California.
“Currently, the level of pro-abortion bills is like drinking from a fire hose!” Arnall said.
PHN has covered AB 2223, which has garnered a lot of attention for the specter of allowing infanticide. While Arnall is grateful that many organizations and news outlets have covered Assembly Bill 2223, it may be a distraction or “false flag” to sidetrack the public from the mountain of other proposals.
“The Right to Life League is endeavoring to oppose each and every bill that would expand abortion in California,” stated Arnall. “We are encouraged that AB 2223, the Infanticide Bill, has raised awareness to the dangerous levels legislators are willing to embrace here in the once-Golden State.”
Arnall is greatly concerned that most, if not all of these measures will pass through and receive Gov. Gavin Newsom’s signature, given the pro-abortion representation in the legislature has a super-majority.
“The truth of the matter is AB 2223 may serve its true purpose by distracting media from Big Abortion’s true plan,” she said, “using taxpayers to fund to create a national abortion business model right here in Los Angeles County.”
Arnall details this concern on the RTLL website. These are other measures hiding in the shadows: AB 1918 (abortion scholarship funding), AB 2134 (compelling pro-abortion speech by health insurers), AB 2586 (attacking pro-life entities as “fake clinics”) and SB 1142 (the all-expense-paid abortion tourism).
A closer examination of the pattern here reveals the compiling of key legislative pieces to form the future of what abortion apologists are calling the California Future of Abortion Council. They deem the state to be a “sanctuary state” for abortion. The twist on this concept is that sanctuary was historically established as a term used to create places where life would be saved, not destroyed.
SB 1142 leads the way in this death culture vision by funding the travel expenses for pregnant women and their children from other states. It will cover the cost of the abortion, airfare, ground transportation, lodging, gas money, meals, childcare, and everything needed in order to access an abortion.
The Abortion Practical Support Fund is the grantor of these funds and since lost wages are also mentioned in the bill, it may be possible to prove that is part of the need so one could have the entire trip covered, and who knows, maybe tickets to Disney? Why not?
There are still billions of dollars from a state bailout from the federal government available. It is reported that at least $40 million will be allocated to this and other abortion programs on the list, so that taxpayers from around the country can join with Californians in funding abortions. The bill states that federal funds would be part of the funding source.
“That’s what the pro-abortion media isn’t telling anyone,” Arnall said. “California isn’t just spending its own taxpayers’ money on abortion—California is spending pro-life states’ tax dollars on abortion thanks to Biden’s ‘blue state bailout.’”
“The war against abortion is a national one,” stated Arnall. “When the battle to overturn Roe is won, the national war is far from over. The Right to Life League is fighting at ground zero where abortion began—in California.”
RTLL was the first pro-life organization in the U.S. founded in 1967. Their primary mission is to educate the public to change hearts and minds about abortion and to serve pro-life clinics, centers, and maternity homes.
RTLL assists pregnancy help organizations with HR, legal compliance, and business support. They have seen their membership expanding as they now represent 53 pro-life medical clinics, centers, and maternity homes across California.
A RTLL report on AB 1940 reveals that this bill may authorize funding for abortions on school campuses. AB 1940 calls for state funding for abortion services through schools. This is not the first example of state funds supporting the abortion industry’s work in high schools and colleges, but this expands the access for abortions in grade schools as well.
With “reproductive health services” on the list of medical care offered the bill has replaced “Public School” Health Center to read, “School-Based” Health Center, Planned Parenthood is eligible to receive these funds. The funding goes to clinics located at or near schools.

See below for the remaining 13 pro-death bills, linked with a summary of each. Video testimony and opposition letters submitted by RTLL are available on the RTLL advocacy webpage.
AB 1666 a countermeasure to other states’ heartbeat laws.
AB 2091 this is a companion to the previous bill which declares the subpoenas of other states’ null and void, which protects sexual abusers or abortionists fleeing prosecution.
AB 2320 allocates taxpayer funds for abortion clinics to expand abortion access. These funds are not permitted to be used by pro-life clinics, only those clinics providing abortions.
AB 2626 prohibits the state medical board from revoking the certificate of a doctor for performing an abortion.
AB 2698 technical change to current law defining what constitutes an unauthorized abortion.
SB 1131 protection for abortionists in regard to shielding their contact information.
SB 1375 changing protocols so physician oversight is not required, others can perform abortions such as nurse practitioners. Such reduction/elimination of doctor oversight will only make abortion less safe.
Live Action has detailed how dangerous the path of removing any safety measures in regard to protocols where physician oversight on abortions as well as on confirmation of gestational age can be.
SB 1400 increases the amount of damages which can be paid to abortion workers filing suit against anyone posting photos or identifying information about providers.
SB 380 cuts the 15-day waiting period for assisted suicide down to 48 hours.
SB 245 which was already signed by Gov. Newsom. It forces insurance companies to subsidize abortions removing all deductibles and co-pays for abortion services.
AB 1356 also signed into law. Makes a special plaintiff class to sue and also criminalizes any action of taking video or posting images taken on public property showing images of abortion workers or patients. No exception for crimes against peaceful pro-life protestors who may be attacked by abortion clinic personnel.
AB 1184 this is now law. This measure forces insurance companies to keep information from parents, barring them from informing their policyholders about copays for minors’ medical procedures which include abortion, puberty blockers and sex-change operations.
Still in the works, SB 1245 funds a three-year pilot program to expand abortion access in Los Angeles County as Big Abortion seeks to create a hub for abortion tourism there. Seeing the potential with LA County being an international hub, you can envision the onslaught of death the abortion industry can conjure up. They frame it as: ensuring equitable access to abortion care.
Satan is a liar. Demonic tactics throughout the history of the world have not changed. Saying abortion is health care does not change the reality: a child is dead; a mother is wounded.
Join the fight, whether you set forth to contact members of the California legislature or choose to assist RTLL in their fight against Planned Parenthood’s Future of Abortion plan, or even share this information as much as you can.
Pray about it. Pray California and our nation would experience an awakening to the realization that “sanctuary” can never be a truthful description of a state which is promoting bloodshed.
